Job Description

JOB SUMMARY
This position is responsible for providing clerical and administrative support for the Treasurer’s Office including official real estate transactions and public trustee functions.
ESSENTIAL JOB FUNCTIONS
• Supervises office periodically through the year in the absence of the Treasurer and Deputy Treasurer.
• Assists customers and visitors in the office or over the phone; receives and accounts for department, tax and fee payments.
• Processes and balances daily deposit activity from department, tax and fee payments that includes processing through the remittance scanner.
• Orders supplies and maintains Remittance Scanner
• Processes and balances large batch tax payments received from escrow companies. Also uploads and balances large tax payment batches through the Remittance Scanner data system.
• Opens, reads and routes incoming mail; composes and types routine correspondence and documents; prepares outgoing mail and correspondence, including e-mail.
• Processes taxes, redemptions, disclaimers, abatement/corrections of tax roll.
• Oversees multiple yearly state reports.
• Initiates and manages foreclosures, redemptions, cures and processes releases of Deed of Trust; notarizes releases as needed.
• Organizes and maintains file system and scans or copies correspondence and other records or printed materials.
• Balances treasurer books and a variety of accounts daily and monthly. This includes daily bank balancing and warrant processing.
• Processes wire and ACH transaction requests for the Treasurer and other departments.
• Processes e-mail requests for certificate of taxes due.
• Gathers information and does research for uncollectible taxes and outstanding checks.
• Processes Colorado Payback remittances and reports to the state.
• Creates files and files proof of claims for bankruptcies.
• Creates the three-year accounting report.
• Processes abatements and omits as received from the Assessor’s Office
• Manages all aspects of Personal Property taxes (collection, warrants and research).
• Contacts taxpayers with unpaid taxes in order to improve collection efforts.
• Processes and ensures accuracy of Tax Lien Investor 1099’s and 1096 forms.
• Manages all aspects of Grand County Sewer Enterprise Fund accounts (billing, collection, ownership and related documents).
• Processes Treasurer’s Deed requests, including title search requests, mailings, ownership research and related documents.
• Prepares County Treasurer vouchers.
• Processes Open Records requests.
• Assists with annual Tax Lien sale procedures, research, balancing, and certificates of purchase.
• Researches and conducts assessments on mobile homes for tax lien sale.
• Gives direction to Assistant Treasurer Coordinator.
• Performs other related job duties as assigned.
• Job is not eligible to be a remote position. Job requires office attendance.
QUALIFICATIONS
Education and Experience:
Bachelor’s Degree from a four-year college or university with major coursework in accounting or business or a related field; and two (2) years of related experience; or an equivalent combination of education and experience.
Special Qualifications:
Notary Public. Occasionally travel outside of the county with overnight stays for training purposes.
Knowledge, Skills and Abilities:
• Knowledge of related programs including applicable laws and regulations.
• Proficiency with Microsoft Office products including Word, Excel and Outlook.
• Skill in communications, problem solving, ten key by touch, accounting principles and basic to intermediate computer usage.
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
• Ability to write reports, business correspondence, and procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
• Ability to establish and maintain effective working relationships with fellow employees, the public, supervisors and other County officials.
PHYSICAL DEMANDS
The work is sedentary which requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force to move objects. Additionally, this position also requires the ability to sit; use hands to finger, handle, or feel; talk and hear; reach, climb, balance, stoop, kneel, crouch, or crawl; use close vision, color vision, peripheral vision, and adjust focus.
WORK ENVIRONMENT
The noise level in the office work environment is usually low to moderate.
