JOB SUMMARY
This position performs technical clerical duties and property valuations for the Assessor’s Office. This role is responsible for maintaining the integrity of ownership records—including parcel splits, subdivisions, and mapping—while ensuring all personal property is accurately valued and compliant with Colorado statutory requirements and deadlines.
ESSENTIAL JOB FUNCTIONS
- I. Property Ownership & Land Records Management
- Process Land Changes: Execute parcel splits, combinations, and the creation of new subdivisions; assign Parcel ID and schedule numbers accurately.
- Maintain Ownership Records. Review and process recorded documents including conveyances, easements, resolutions, death certificates, and statements of authority to ensure current ownership data.
- Verify recorded plats for ownership, tax status, acreage, and legal descriptions; use Deed Plotter and ArcMap to ensure spatial accuracy.
- Inter-Departmental Mapping: Partner with the GIS department to facilitate map updates, situs address changes, and the processing of annexations/inclusions.
- Create and update tax areas and tax area tables to ensure properties are correctly categorized for assessment.
- Personal Property Appraisal & Valuation
- Manage all personal property functions, including the processing of declaration schedules and state-assessed valuations within statutory deadlines.
- Conduct research and field audits of personal property accounts to verify accuracy and ensure compliance with Colorado Division of Property Taxation (DPT) guidelines.
- Handle the personal property appeal process, providing data-backed justifications for valuations and assisting taxpayers through the protest period.
- Assist in the preparation and verification of the annual Abstract of Assessment.
III. Administrative & Public Support
- Act as a primary point of contact for public inquiries at the counter, explaining assessment processes, ownership records, and tax area information.
- Organize, scan, and archive purchase transfer declarations, notices of valuation, and building permits into Laserfiche or other document management systems.
- Research property ownership or valuation issues.
- Manage the distribution of department mail and provide administrative support to the appraisal team as assigned.
- Process property tax exemption applications for senior citizens, disabled veterans, and gold star spouses.
- Assist with administrative and clerical tasks associated with real property appraisal.
Perform other related job duties as assigned.
