Job Description

JOB SUMMARY

The Water Resources Specialist provides project and contract management support and coordination for Grand County on various water-related initiatives in collaboration with partners and stakeholders. Areas of focus will include compliance with agreements and permits, water supply, water quality, aquatic habitat restoration, and other initiatives as directed by the Board of County Commissioners (BOCC) and County Manager. This position reports to the Water Resources Manager.

 

ESSENTIAL JOB FUNCTIONS

  • Work collaboratively with BOCC, County Manager, Water Resources Manager, departments, federal, state, and local government, non-governmental organizations, and constituents.
  • Track compliance with inter-governmental agreements and permits related to county interests in the major trans-mountain diversion projects, as well as other projects and agreements.
  • Coordinate with county management to represent county interests on complex and technical projects, potentially including, but not limited to, Learning By Doing, the Grand County Stream Management Plan, Kawuneeche Valley Ecosystem Restoration, Drought Preparedness, Upper Colorado River Wild and Scenic, Wildfire Ready Watersheds, and the Grand County Water Information Network.
  • Active participation in or leadership of subcommittees associated with the projects listed above, and related to monitoring, grant procurement and management, project development and management, outreach and volunteer activities, and other tasks as needed.
  • Represent and support county initiatives related to monitoring, grant procurement and management, project development and management, outreach and volunteer activities, and others as needed.
  • Research and respond to questions or problems raised by the County Manager, Water Resources Manager, Board of County Commissioners, outside agencies, and the public.
  • Serve on organizational boards and committees, as directed.
  • Maintain and manage the Water Resources accounts receivable and accounts payable processes and monthly revenue reconciliation, and assist with annual budget development.
  • Attend meetings and serve as a representative of the county as
  • Reads and routes incoming mail and composes correspondence and documents.
  • Prepares, manages, and maintains departmental records.
  • Performs other related job duties as
